تحلیل مقایسه ای سیاست های فرهنگی مربوط به حجاب با رویکرد دموکراسی فرهنگی ( مطالعه موردی: آمریکا، فرانسه و بریتانیا)

چکیده

تمایل زنان مسلمان به داشتن حجاب به یکی از پدیده های فرهنگی رایج در جوامع غربی تبدیل شده است. اما این گرایش با واکنش های منفی زیادی همراه بوده است. از یک طرف، واکنش منفی گروه های پرنفوذ و افراطی به حجاب و از طرف دیگر، مقاومت فزاینده بانوان محجبه در برابر سیاستهای فرهنگی ضدحجاب، سیاستگذاران فرهنگی کشورهای غربی را با وضعیتی شبه بحرانی روبرو ساخته است. این مقاله به بررسی مقایسه ای سیاستهای فرهنگی کشورهای بریتانیا، فرانسه و آمریکا در رابطه با حجاب پرداخته است. روش بکار رفته در این مطالعه تحلیل محتوی است. بدین منظور گزارش های مرتبط با حجاب در رسانه های غربی (شامل گفتارهای سیاستی، اسناد سیاستی، رویدادها و نتایج نظرسنجی ها) بر اساس مرجعیت مولفه های دموکراسی فرهنگی (چندفرهنگ گرایی، آزادی بیان فرهنگی، مشارکت گرایی و رفع تبعیض فرهنگی) تحلیل شدند. یافته ها نشان می دهند که اغلب سیاستهای فرهنگی کشورهای مذکور نه تنها با مولفه های دموکراسی فرهنگی همخوانی ندارند، بلکه در جهت خلاف آنها نیز عمل می کنند. این وضعیت مانع مشارکت فعالانه زنان محجبه در جامعه شده و به مشکلاتی مثل تبعیض، توهین، کلیشه های منفی و حتی خشونت علیه ایشان منجر شده است. این مشکل ریشه در گفتمانی دارد؛ که در درک زن مسلمان محجبه به عنوان یک سوژه آزاد ناتوان بوده و نمی تواند وابستگی های هویتی وی به یک زمینه فرهنگی-دینی مشخص را بفهمد. گفتمان مزبور بجای دموکراسی فرهنگی مبنای سیاستگذاری فرهنگی کشورهای غربی برای حجاب قرار گرفته است.
